The News

Yuri Oshkov, advisor to Russian President Vladimir Putin, announced that Russia is in principle ready to resume talks with the United States and Ukraine to end the conflict. This came after Oshkov met with US President Donald Trump's special envoy, Steve Witkoff, in St Petersburg, Russia. Ukrainian President Volodymyr Zelensky expressed his wish to hold a new round of talks as soon as possible, and Oshkov mentioned that the next round could be held in Abu Dhabi, United Arab Emirates, around November 10th.

The discussions in Oslo between Witkoff, Zelensky, and those he met in Finland, covered strong security guarantees for Ukraine and proposals for a ceasefire in the energy sector. However, Oshkov indicated that these ideas are not "beneficial" from Russia's perspective. During the St Petersburg talks, Witkoff clarified that the US, Russia, and Ukraine may hold tripartite meetings at the technical level, which Ukraine and Russia have accepted.

Zelensky stated he is prepared to accept an agreement that freezes combat on the current front, adding: "We call it a 'ceasefire' or 'ceasefire' as President Trump did. Freeze and ceasefire. Of course, this is the minimum we need from Russia today." Meanwhile, Oshkov noted that Russian forces are advancing everywhere on the front, while Ukraine and its European allies deny this, considering there to be a stalemate on the front.

At the same time, the US and Ukraine face growing disputes. President Trump suggested it is time for Ukraine to get a new president, while Kyiv has criticized Washington for not providing intelligence warnings about Russian missile attacks, resulting in civilian deaths. Ukraine also criticized Elon Musk's Starlink for imposing speed limits on the use of drones against Russia. In response, Russian President Putin released American citizen Steven Habard, who was detained in Russia, leading Witkoff to describe Putin as "humanitarian."

Analysis & Context

Analytically, this development reflects a shift in Russia's stance towards talks, as Russia had previously refused to resume talks due to its military advances on the ground. This change may open the door for more serious negotiations to end the ongoing war.

In a broader context, this move comes amid strained relations between Ukraine and the US, with the Ukrainian president Zelensky criticizing the US for insufficient intelligence support to Ukraine. There are also concerns that these talks could lead to concessions that might be unacceptable to the Ukrainian people.

From other perspectives, this development also highlights the increasing influence of Russian President Putin in international relations, particularly in light of Russia's release of US citizen Steven Habard, reflecting Putin's diplomatic role at this stage.
