The News

A nighttime attack on two oil facilities in St. Petersburg has resulted in one death and five injuries. The regional governor, Alexander Beglov, reported that fires broke out at the St. Petersburg oil facility and the Roche refinery, and mobile internet services may be disrupted. He also noted that 12 residential buildings and two dormitories were damaged by the attack, leading to the temporary closure of Pulkovo Airport.

Ozine Logistics and the Russian site VKontakte, a competitor to Facebook, confirmed that their sites were affected by the attack. Ozine stated that its employees were evacuated and there were no injuries, and that it no longer accepts shipments from on-site sellers "as it is currently being used for other purposes."

According to Ukrainian President Volodymyr Zelensky, Ukraine has launched more than 76 strikes on Russian energy infrastructure since US President Donald Trump announced a ceasefire on energy attacks last week. Ukraine halted Russian oil attacks for three days after the announcement but resumed them after that period.

Ukraine has indicated that its attacks on Russian oil infrastructure are part of its strategy to disrupt Moscow's primary source of revenue in its war efforts. However, Moscow has stated that it targets sites used by Ukrainian forces. In this context, the UN has noted that the period from early October has been the deadliest for Ukrainian civilians in recent years.

Russian strikes on energy infrastructure have deprived hundreds of thousands of electricity, raising concerns about the ability of civilians to endure the upcoming winter. Zelensky stated that Moscow has launched over 2,700 drones, 1,700 air bombs, and 66 missiles in the past week, mostly targeting energy infrastructure.

Analysis & Context

Analytically, the attack on oil facilities in St. Petersburg reflects a escalation in the conflict between Russia and Ukraine. The continued attacks on energy infrastructure underscore Ukraine's efforts to disrupt the financial support for Russia's war efforts. In a broader context, the attack also highlights the tensions between the United States and Ukraine over a Russian diesel import deal brokered by US President Donald Trump. Zelensky views this deal as an investment in Russia's war efforts, adding to political tensions. Meanwhile, Russia continues to strike Ukrainian energy infrastructure, raising concerns about the impact on civilians during winter.
