German Chancellor Friedrich Merz confirmed that Germany has become a target of "intensive" espionage activities following the arrest of a Ukrainian citizen accused of spying for Russia. According to Merz, Vadim Y., who was detained, was accused of gathering sensitive military information from Germany. The Chancellor emphasized that the success of German police in uncovering this case does not diminish the level of Russian intelligence activities in Germany, which have remained consistently high.

The German Federal Prosecutor's Office stated that Vadim Y. had been in contact with a Russian intelligence service through an intermediary since at least July 2025. The office noted that the Ukrainian man collected information related to the production of armored vehicles, ammunition, and explosives. Vadim Y. is scheduled to appear before a judge on Friday. Earlier this year, a woman in Berlin was arrested in January for gathering information for an intelligence officer at the Russian Embassy, and a Romanian woman and a Ukrainian man were previously detained for spying on an individual supplying drones to Ukraine from Germany.

In a related development, August Hanning, the former head of Germany's Federal Intelligence Service, was arrested on charges of espionage, treason, and providing secret information to a foreign power. Another arrest was made involving Manfred D., a former agency employee, for handing over more than 2,000 secret documents to Hanning in exchange for money. At a conference held in Montenegro, Merz stated that Germany may face more such cases in the coming months and years.

These developments come amid Germany's efforts to strengthen security partnerships with the UK, where Merz underscored the importance of cooperation in countering hybrid attacks and hostile activities. This follows Germany's accusation of Russia for launching a drone attack on Halle/Löbach Airport in September last year, which led to Russian President Vladimir Putin's denial of the allegations and his accusation of Germany fabricating evidence to justify its claims.

Analysis & Context

From an analytical perspective, the Russian espionage case in Germany is part of a broader effort to gather intelligence on Ukraine support activities. In a wider context, Germany plays a crucial role in supplying Ukraine with weapons and military support, making it a significant target for Russian espionage. Additionally, Germany faces increasing challenges in dealing with hybrid attacks and hostile activities from Russia, thereby increasing the importance of security partnerships with allies like the UK.
