The News

A severe winter storm has forced thousands of Palestinian displaced families to flee their temporary shelters after their tents were submerged by heavy rainfall in the Gaza Strip early Saturday morning. The Civil Defence Agency in Gaza reported receiving approximately 1,500 distress calls seeking assistance within just two hours of the rain beginning, with water levels at shelter sites rising by 30 to 40 centimeters.

Mahmoud Basal, a spokesperson for Civil Defence, stated that their fears have come true: entire shelter centers were flooded, forcing everyone inside them to step out into unknown conditions amidst harsh circumstances. Basal emphasized that premature infants, the elderly, and the sick are most at risk, noting that those living in tents face the danger of death or illness at any moment.

The storm also caused buildings already damaged during the war that erupted in October 2023 to collapse. Residents of a building in central Nuseirat were evacuated after part of it collapsed due to wind and rain. In northern Gaza, heavy rainfall led to the collapse of another building's wall, injuring two people, according to Wafa News Agency.

Reports from Gaza camps, Khan Younis, and Deir Balah described families wading through water up to their ankles, with mattresses and blankets submerged while children stood barefoot in pools of mud and sewage. Al Jazeera correspondent Nour Khalid noted that even permanent homes cannot withstand such rain, let alone open plastic tarps, highlighting that over 28,000 widows are facing winter alone with their children.

Analysis & Context

From an analytical perspective, this disaster reveals the fragility of Gaza's shelter infrastructure and the complete absence of any effective natural disaster response plan, particularly since Civil Defence lacks even a single piece of tarp or tent to manage the situation. The current situation reflects a deep gap between massive humanitarian needs and the strict logistical restrictions preventing sufficient quantities of relief supplies and shelter materials from entering across the border.

In a broader context, data indicates that over one million displaced persons face winter risks in an enclosed area, while Gaza urgently needs approximately 200,000 additional tents along with heating supplies. Humanitarian organization reports confirm that Israeli restrictions on truck entry have been significantly reduced compared to humanitarian agreements, leaving residents without basic protection against repeated climate disasters.

This situation also highlights the role of local leadership bodies such as Gaza's Emergency Committee, which has raised its voice to draw attention to critical resource shortages. Meanwhile, international officials described pressure on Israel by international organizations as "cautious" and insufficient to prevent the humanitarian crisis from worsening before the disaster struck.
